Declare Shipment Count

/v1/fulfillment/orders/:orderId/shipment-count

Declare a seller order's multi-shipment allocation from shipments and orderItemId/quantity lines. The array length is the count; this is an irreversible channel write and returns HTTP 200.

Requires orders.write.
